The situation is of course constantly changing and is under close review here all the time: we may therefore wish to telegraph to you with further
instructions in the near future. But we feel that a considered view can only be formed on the basis of the detailed appreciation contained in the enclosed papers and we are particularly anxious that these should be in the possession of Commonwealth Governments as soon as
possible. When they have received them we should like
urgently any assessment you may be able to give of the
views likely to be taken in Canada
not only on
Australia NOW ealand South Africa
the immediate problem of the reinforcement of the Hong kong garrison, but on the wider question of the general
attitude towards the Communist threat in South-Rast Asia
as a whole.
