With regard to the Section of the Memorandum dealing with Postal and Telecommunication matters, which you enclosed with your letter of the 29th November, we presume that the comments were made some time ago and are not designed to supersede the arrangements already made whereby Cable and Wireless Ltd. were to be left to their own devices in regard to the setting up of wireless circuits with China (vide Foreign Office letter No. F 8348/1431/10 of the 17th June to Miss Bridger, a copy of which was sent to Mr. Hall). The Company have, as you know already reopened radiotelegraph and radiotelephone circuits between Hong Kong and Canton.
