I am now able to make an interim reply to your letter of 24th November, which has been considered by the several branches concerned.

We are satisfied that the proposals made by the Government of Hong Kong are entirely at variance with H.M.G.'s shipping policy and should by no means be acted on.
We are preparing detailed comment which we suggest should be considered by an interdepartmental meeting early in January which you may care to call. Meantime we suggest you ask the Governor not to take any of the action he proposes without prior reference to yourselves.
