The Government of Hong Kong have recently prepared a Memorandum on problems affecting the Colony which may arise when the Chinese Communists have taken over most of South China and consolidated their control over China as a whole. I enclose

a copy of Section VII of the Memorandum which deals with Postal and Telecommunications, which I feel you may be interested to see.
