PRIME MINISTER.
In reporting on his visit to Hong Kong, the Minister of Defence included, in his summary of matters requiring action, the sending out of someone experienced in Special Branch wore to advise on that Lepect of police organisation in the Colony.
Subsequently, Subsequently, the Governor telegraphed that le would be glad if "an experienced and well-qu©11 ied inteligence bureau expert could come to Hong Kong to examine the civil intelligence system", and suggested that this expert should arrive in July with my .olice Adviser. In discussion between officer: of my Lepartment and of the Winistry of Defence it was represented that an expert able to advise on the whole problem of how to deal with aubversive cativities would be most useful.
The Joint Intelligence Committee have expressed the view that the best way to meet the position would be for the Director-General of the ecurity intelligence Service to go out and advise the Governor on the broader aspects of these matters. The Committee have made the following specific recommendations:-
(1)
that the Director-General should proceed to Hong Kong in response to the Covernor's request for an expert to examine the civil intelligence system in the Colony; and that his vieit should take place at the same time as that of my volice Adviser:
(2) that I should request your permission for
Sir Percy 511litoe to visit Hong Kong in accordance with this proposal.
I agree with these recommendations and I have ascertained that the Governor would very much welcome a visit from Sir Percy Gillitoe. 1 accordingly invite your spproval of ir Percy Sillitoe's visiting hong ang•
