Dear Martin
With reference to your conversation with me this morning regarding Kowloon, I am afraid there has been some misunderstanding. Our records of the meeting do not show that we undertook to do more than send you a copy of the telegram as sent, but I have recovered the papers from our Ministers, with whom the draft was for final approval, and hasten to send you a copy of it now as agreed with the Foreign Office in case you have got any comments to make. We are most anxious to get the telegram off with
the least possible delay, and should be very grateful if you could let us have a reply from you as quickly as possible.
