Many thanks for your top secret letter 54145/16/Pt. III/48 of the 10th July enclosing the draft of a telegram to the Governor of Hong Kong about Kowloon City.
I would like to suggest the following minor verbal changes:-
for "Accepted
Paragraph 3, second sentence international procedure" read "Accepted. international practice".
Paragraph 7(a)
for "agrees" read "confirms thus taking into account the views expressed 262 in Nanking telegram No. 561 which you have now
seen.
Since paragraph 4 does not mention the possible alternative of diplomatic status, privileges and immunities for the Chinese representative, we think it might be better to omit the last sentence illustrating the privileges and immunities granted to U.N.0. personnel as these are based on those of diplomatic repre- sentatives.
