Constitutional Changes in Hong Kong

Many thanks for your letter No.F.7652/376/10 of the 11th June. We were most grateful to you for dealing with the matter so quickly.

In

Certain modifications have been made to the draft despatch as a result of its submission to my Secretary of State. The enclosed copy of the final draft shows the amendments that have been made. addition, the final draft also omits paragraph 3(d) of the original draft enclosed in my letter of the 6th June, in view of the suggestion in paragraph 1(c✈ of our telegram No.959 to Hong Kong of the 16th June

You a copy of which has already been sent to you. will see that this disposed of the first amendment suggested in your letter of the 11th June, whilst the second was incorporated in paragraph 1(a) of our telegram to Hong Kong No.959.

Sir Mark Young arrived in this country yesterday from Hong Kong, and we propose to show him the despatch in its final draft form, before it is sent off officially.
