Constitutional Changes in Hong Kong

Many thanks for your letter No.I.F.16/018 of the 11th June. We were most grateful to you for your prompt reply.

Certain modifications have been made to the draft despatch as a result of its submission to my Secretary of State, but I don't think any of them affect the Treasury. I am enclosing a copy of the final draft, which we propose to show to Sir Mark Young, who arrived in this country yesterday, before it is sent off officially. I have indicated in the draft the passages which differ from the original draft enclosed in my letter of the 6th June. In addition to the changes indicated, paragraph 3(d) of the original draft has been omittod from the final version, in view of the suggestion in paragraph 1(c) of our telegram No.959 to Hong Kong of the 16th June, a copy of which has already been sent to you.
