re: Shumwaivau, Managing Director of Company operating Wahkuivat po Chinese Daily Local Newspaper etc.
Referring to and in pursuance of our representative's visit on October 3rd we write to request you to communicate with the Hong Kong Government on the point in question. We need not again refer to the troubles which ocurred during the occupation by the Japanese
and immediately after the return of the British, as these were fully discussed on the occasion of our representative's visit and were found to be within the knowledge of Miss Ruston and Mr. R.A.C. North.
The point however on which we desire action and more information is as follows:-
We have received information from Da Silva, Solicitor at Hong Kong, that a "new startling turn" has been taken in the form of a demand from Chinese authorities to the Hong Kong Government for the surrender of their client, Shumwa iyau, for trial as collaborator under "Chinese Collaborator Surrender Ordinance 1946". This "new turn" appears to be regarded by the client of the Hong Kong Solicitor as blackmail and as an effort to try to obtain control of the newspapers with possible disastrous consequences on Chinese public opinion, especially on Hong Kong rendition question.
We have received by cable from the Hong Kong Solicitor various instructions how to act but before proceeding further we shall be grateful if the Colonial Office will be
