MUNICIPAL ELECTIONS.

We submit hereunder our recommendations in regard to the constitution of the Board of Municipal Commissioners insofar as they affect representations on the Commission.

This Union is of the opinion that the interests of all concerned can be best served by dividing the twenty four seats on the Commission into two Sections of equal strength, viz:

12 Nominated. Members

and

12 Elected Members.

NOMINATED MEMBERS: Our recommendation is that half this number be the Nominees of the Governor and the remaining half the Nominees of the undernoted Representative Associations:-

(1) The Singapore Chomber of Commerce

(2)

The Chinese Chamber of Commerce

3) The Indian Chamber of Commerce

The Labour Union

(5). The Clerical Union

6)

The Singapore Ratepayers' Association

ELECTED MEMBERS: In regard to the election of Members by the populace we are of the opinion that the most equitable and practicable method of allocating the 12 seats suggested by us is by communal representations commensurate with the numberical strength of each community; and on this basis recommendation is as under :-
