.1 on the resumption of civil administration id that date.
'e was some discussion on this letter this
it it was, I think, finally agreed that no
ld be taken on General Ismay's letter Breech Jones has seen Sir Mark Young.
her agreed that this increases the
of Mr. Creech Jones seeing Sir Mark Young possible and Mr. I.D. Robertson, to whom en, was going to find out whether
ung could come up to town to-morrow and ech Jones then, instead of waiting until
Creech Jones will no doubt wish to see
efore his interview with Sir Mark Young. rally agreed that the alternatives
o extend the period of military
ion to cover the period when it is
difficulties will arise on account of Hong Kong as a transit port by large Chinese military, or (b) to resume istration on or about the 1st of April rk Young as Governor. ie could not agree Harcourt remaining on as Governor after ion of civil administration, whatever involved.

This was discussed with Sir George Gater this morning. It is satisfactory to note that the Chiefs of Staff have dropped the suggestion, made at their previous meeting (No.9), that Admiral Harcourt should continue to administer the Government of the Colony as Civil Governor on the termination of the military period.
The proposal now under consideration that the military administration should be continued for a further period beyond the 31st March is one to which we need not, I think, object in principle, so long as the period is not too long. The difficulty about this proposal being made now is that it precludes us from making final arrangements for the resumption of civil administration on the 31st March, including the arrangements for the Governor's passage.
It was suggested at this morning's meeting that Sir George Gater might perhaps send a letter to Sir Hastings Ismay, drawing the latter's attention to our difficulties and pressing for an early decision. Sir George said he would consider sending such a letter, but would wish to have a word over the telephone first with Sir Eric Speed.
I attach a draft letter accordingly.
