This was discussed with Sir George Gater this morning. It is satisfactory to note that the Chiefs of Staff have dropped the suggestion, made at their previous meeting (No.9), that Admiral Harcourt should continue to administer the Government of the Colony as Civil Governor on the termination of the military period.

The proposal now under consideration that the military administration should be continued for a further period beyond the 31st March is one to which we need not, I think, object in principle,

so long as the period is not too long. The difficulty about this proposal being made now is that it precludes us from making final arrangements for the resumption of civil administration on the 31st March, including the arrangements for the Governor's passage.

It was suggested at this morning's meeting that Sir George Gater might perhaps send a letter to Sir Hastings Ismay, drawing the latter's attention to our difficulties and pressing for an early decision. Sir George said he would consider sending such a letter, but would wish to have a

word over the telephone first with Sir Eric Speed.

I attach a draft letter accordingly.
