There was some discussion on this letter this morning, but it was, I think, finally agreed that no action should be taken on General Ismay's letter until Mr. Creech Jones has seen Sir Mark Young. It was further agreed that this increases the importance of Mr. Creech Jones seeing Sir Mark Young as soon as possible and Mr. I.D. Robertson, to whom I have spoken, was going to find out whether Sir Mark Young could come up to town to-morrow and see Mr. Creech Jones then, instead of waiting until Friday.

Mr. Creech Jones will no doubt wish to see this file before his interview with Sir Mark Young. It was generally agreed that the alternatives were (a) to extend the period of military administration to cover the period when it is anticipated difficulties will arise on account of the use of Hong Kong as a transit port by large numbers of Chinese military, or (b) to resume civil administration on or about the 1st of April with Sir Mark Young as Governor. we could not agree to Admiral Harcourt remaining on as Governor after the resumption of civil administration, whatever the period involved.
