I have made some amendments in the 4th and 5th paragraphs. In view of the reference in this memorandum to the possibility of discussions between the Chinese Government and ourselves on the "Hong Kong problem", I think that the memorandum had better be confidential.
As regards the third paragraph, I presume
that the result of the enquiry into the aircraft
which crashed recently in Hong Kong is not likely to
lead to any reconsideration of the decision that the
Kai Tak airfield, if suitably developed, will meet military requirements for the present.
My point
here, of course, is that if the crash was in any way due to the deficiencies of the Kai Tak airfield, that might involve a reconsideration of the decision.
I have taken the duplicate of the Governor's confidential despatch of the 4th September for registration on a Geographical file for the purpose of considering whether there is a case for proceeding with the reclamation proposals referred to in paragraph 5 of the despatch, irrespective of whether it will be necessary to provide alternative land for the villagers who will be displaced if the Deep Bay project is put in hand.
As regards the possibility of constructing an airfield in the New Territories jointly with the Chinese, I put forward this suggestion in my minute of the 30th May on this file. Even though there is not, perhaps, much hope of getting any money from the Chinese, it would probably be worth while trying to interest them in this airfield as a joint project, in order to secure a reasonable period of operation to justify the expenditure involved of close on £4,000,000. At present we have only the unexpired period of the lease, some 50 years, on which to count, with, I think, no prospect of any extension.
