At (92) is a despatch from the Governor of Hong Kong giving the considered views of the Government on the Deep Bay project as promised at (77).

He reports the interest which PAA have shown recently with regard to the possibilities of Canton, and the opinion of his Council, which he endorses • is that Hong Kong must be established as a centre of air communications as soon as possible. He is of the opinion that the project recommended by Air Commodore Darley is the only practicable one, and that a single runway, as proposed, is sufficient for immediate needs. In view of the opposition to the Ping Shan scheme he intends, as soon as the project is approved, to make immediate arrangements for the re-settlement of villagers who would be displaced by the building of the airport. For similar reasons, he recommends that the Chinese Government should be informed officially as soon as possible.

With regard to the ultimate cost for the of construction of the airport, part of this can be offset by the sale of the land upon which Kai Tak airfield stands, as the latter will not be required when the new airport is completed. He hopes that the sale of this land might realise £672,000. On the assumption that the ultimate cost of the project will be £4,000,00, he is of the opinion that the Ministry of Civil Aviation and the Air Ministry might be asked to contribute half of this sum and that of the remainder £1,000,000 should be made available from the general reserve of the C.W. & D. fund and that $1,000,000 should be put up by the Hong Kong Government. The latter sum would be in the form of a loan and would be partly repayable by the proceeds of the sale of the Kai Tak area.

He urges that general financial approval of the scheme should not be delayed pending a decision as to the financial incidence of the cost.
