Gaol. This Establishment is certainly defective in most essential heads, namely, Discipline and Authority. Both must continue to [be wanting?] unless the Gaoler and five Turnkeys with more of the better [class?] are appointed. The Gaoler is most willing to do all in his power to make everything within the walls effective, but it must be taken into consideration that his health is much broken and aggravated in a great measure by the distance he has to frequently during the day to walk from his house to the Gaol, instead of having a communicating way from his house to the Gaol. His house, however, is said to be in contemplation.
The Turnkeys are changed too often, and from what cause seems [unknown]. I have not the slightest doubt why Discipline is never perfect. It is that the Authorities when visiting the Gaol do not have the prisoners led before them, and ask them if they have any complaint. Someone strive, for if such were done, Discipline could be established, and the Authority ...
