Explanatory Note.

(This Note is not part of the regulations, but de intended tu indicate their general purport).

These regulations transfer the responsibility for the licensing and control of slaughter-houses in the New Territories from the District In Commissioner. New Territories, to the Director of Urban Services. general, the functions previously exercised by the senior veterinary officer and food officers will be exercised by health inspectors and other authorized public officers under the control of the Director of Urban Services. The senior veterinary officer will, however, exercise control in relation to animals which are unfit for slaughter and the removal of live animals from slaughter-houses.

The principal regulations are also amended to provide that only live cattle, posts, pigs and shcop may be brought into slaughter-houses, In practice, these are the only animals which are killed for human food. Provision is also made, however, for carcasses of animals to be brought into slaughter-houses for destruction or for disposal in by-producti plants, and in special cases for undresacd carcasses of cattle, gosta, pigs and sheep to be brought into slaughter-bouses to be inspected and certified as At for human consumption,

A new Third Schedule is added, which specifies the marks to be applied to the carcasses of, and certain portions of the offal from, animals killed in New Territories slaughter-houses, to show that they are fit for human consumption. It will be an offence to remove from a slaughter- house without the permission of an authorized officer, or to have for sale, offer for sale or sell without the permission of the Director of Urban Services, any unmarked carcnus or offal specified in the Third Schedule. An authorized officer or a police officer is empowered to seize any carcass or offal in respect of which he suspects an offence has been commilled. The Director of Urban Services may authorize the destruction of any carcass or offal in respect of which an offence has been committed. 4. The principal regulations are also amended to provide for the charging of fees for the inspection of animals by public officers. inspection fees will be $1.00 per head for cattle and $0,60 per head for goats, pigs and sheep.

The fee for a licence to erect a slaughter-house is increased from $1.00 per annum to 510.00 per annum and the fee for a licence to use and occupy a slaughter-house is increased from 5100.00 per annum 10 $500.00 per annum.
