470. Every licensee shall, upon being requested to do so by the Director or an authorized officer, produce to the Director or the authorized officer for inspection the register which he is required to keep and maintain under regulation 47A.".

Regulation 48 of the principal regulations is amended- (a) in paragraph (1) by deleting "District Commissioner”

and substituting the following-

(b) in paragraph (2)--

() in sub-paragraph (a), by deleting "District Com- missioner" and substituting the following-

"Director":

(i) in sub-paragraph (b), by deleting "District Com- missioner" and substituting the following-

31. Regulation 49 of the principal regulations is revoked and replaced by the following new regulations-

"Offences.

49. (1) Any licensee who contravenes paragraph (1) or (2) of regulation 10, regulation 11. 15, 17, 18, 18A. 19, 20, 21, 22, 23, 24, 25, 26 or 26A. paragraph (2) or (3) of regulation 27, regulation 29, paragraph (1), (2) or (3) of regulation 30, paragraph (1), (2), (3) or (4) of regulation 47A, or regulation 47C shall be guilty of sa offence.

(2) Any licensee of any licensed premises in or in respect of which paragraph (1) of regulation 12A, regulation 128, paragraph (1) or (2) of regulation 12C, regulation 12D, paragraph (2) of regulation 13, para- graph (2) of regulation [3A, regulation 16, paragraph (1), (2) or (3) of regulation 21A, paragraph (1) or (2) of regulation 28, regulation 31 or 32, paragraph (3) of regulation 33, regulation 34, paragraph (2) of regulation 37, regulation 41 or 42, or paragraph (1) of regulation 46 is contravened shall be guilty of an offence.

(3) Any person who contravenes regulation 3. paragraph (1) of regulation 12, paragraph (1) of regula-

tion 12A. regulation 128, paragraph (2) of regulation 13, paragraph (2) of regulation 13A, regulation 20, 31 or 32. paragraph (3) of regulation 33, regulation 34, 35, 36, 38, 39, 40, 41, 42 or 44, or paragraph (1), (2) or (3) of regulation 46 shall be guilty of an offence.

50. Any person who is guilty of an offence against these regulations shall be liable on conviction to a line of two thousand dollars or to imprisonment for six months.

51. Nothing in these regulations shall derogate from or in any way affect the provisions of the Public Health (Animals and Birds) Regulations.".

32. The First Schedule to the principal regulations is amended-

(a) in Form 1

(i) by deleting "District Commissioner, New Terri- tories" and substituting the following-

"Director of Urban Services”;

() in item 3 of sub-paragraph (1) of paragraph 2 of the Schedule to Form 1. by deleting "lamba" and sub- stituting the following-

(8) in Form 2-

"goats":

(i) by deleting "District Commissioner, New Terri- tories" and substituting the following-

"Director of Urban Services":

(i) in item 3 of sub-paragraph (1) of paragraph 4 of the Schedule to Form 2, by deleting "lambs" and sub- stituting the following-

(c) in Form 3. by deleting "District Commissioner, New Territories", in both places where it occurs, and sub- stituting the following-

"Director of Urban Services":
