5. (1) On or before the 1st day of September in each year the registration officer shall compile a register (hereinafter referred to as the provisional register) in the form set out in regulation 2 and containing the names of those persons-

(a) whose names appeared on the last previous final register : Provided that for the purposes of the preparation of the first provisional register to be prepared in accordance with the provisions of the Ordinance, the first, second and third parts of the last register prepared in accordance with the provisions of section 3 of the Urban Council Ordinance shall be deemed to constitute the last previous final register;
(b) who on or before the previous rst day of August had applied to be registered as electors and whom the regis- tration officer has ruled to be entitled to be registered: (c) whose names did not appear on the last previous final register but whose names have been placed on the jury lists published in accordance with section g of the Jury Ordinance.
(2) There shall be a separate part of the register for each polling station which shall include-
(a) persons whose names appeared on that part of the last
previous final register;
(b) persons who have applied to be registered to vote at the polling station to which that part of the register relates; (c) persons who have failed to nominate the polling station at which they wish to vote and who reside closer to that polling station than to any other listed polling station.
6. (1) The registration officer shall on or before the 7th of notice of day of September in each year publish in the Gazette and in one English language daily newspaper and in one Chinese language daily newspaper each circulating in the Colony a notice of provisional register in accordance with Form 3 of the Appendix stating that-

(a) the provisional register is available for inspection free of charge at the address stipulated in such notice between the hours of 9 a.m, and 1 p.m. and between 2 p.m. and

5 p., on any week-day not being a public holiday or a Saturday up to and including the next following 1st day of October; and
(b) any person (hereinafter referred to as the applicant)-
(i) whose name does not appear on the provisional register and who considers that he is entitled to be registered as an elector may apply to have his name placed on the final register;
(ii) who considers that any other person whose name appears on the provisional register is not entitled to be registered as an elector may object to the inclusion of such name on the final register,
by lodgement of a notice of application for registration as an elector, or a notice of objection as the case may tae

(c) any person whose name appears on the provisional register and who wishes to vote at a polling station other than the one at which on the provisional register he is registered to vote may apply to have his vote transferred to another polling station by lodgement of a notice of change of polling station in accordance with Form 5 of Prima 5, the Appendix; and
(4) such forms may be obtained free of charge at the office of the registration officer and must be lodged with the registration officer at his office not later than the next following 14th day of October.
(2) The registration officer shall make available at his office supplies of such forms free of charge.
7. (1) If the registration officer receives a notice of applica- Receipt of

application whether the applicant named therein is entitled to be registered for re-
gistration. as an elector,
(2) If the registration officer rules that the applicant is entitled to be registered as an elector he shall forthwith send to the applicant a notice of registration in accordance with Form 6 Form 6. of the Appendix.
