LANIŞMAN
Hong Kong Policy towards return of residents to the Colony.
Communicates copy of No. 274 from Civil Affairs Hong Kong
Admiralty and referring to 1620522 October reference Earl of Halifax 684 of 13th October and states that present Hong Kong policy is to restrict the return of all but officials of the Military Administration and business men irrespective of nationality who are essential to the rehabilitation of the Colony. Consulate officers should only issue visas etc. under terms of the above formula owing to shortage of supplies and accommodations.
