Because of shortage of supplies and accommodation present Hong Kong policy is that only officials of the Military Administration and business men irrespective of nationality who are essential to the rehabilitation of the Colony should be permitted to return here.
2. Consulate officers, therefore, should only issue visas or endorse passports under terms of the above formula. Where there is any doubt, applications should be subject to prior reference.

Immediately cur temporary difficulties have been overcome we hope to lift these restrictions and you will be notified accordingly.
