Hong Kong notes issued by the Japanese7
The Colonial Office have called for a
report and recommendations from Hong Kong
on the status of these notes pending which
no final decision has been taken.
2. The Chinese cannot justly complain that
they did not have full warning from us
about these notes see the order issued
by the Ministry of Finance to Chinese
banks received by Cassels February 11th,
1943, and Cassels' subsequent letter to
Kung of April 5th. It was up to them to
see that the warnings got the necessary
publicity throughout occupied as well as
unoccupied China..
3. It is against the Japanese and not
the Hong Kong Government that ill-feeling
should in any case be directed.
