Your telegram No. 34 [REMAC of October 26th: Hongkong notes issued by the Japanese].
The Colonial Office have called for a report and recommendations from Hongkong on the status of these notes pending which no final decision has been taken.
2. The Chinese cannot justly complain that they did not have full warning from us about these notes - see the order issued by the Ministry of Finance to Chinese banks received by Cassels February 11th 1943, and Cassels' subsequent letter to Kung of April 5th. It was up to them to see that the warnings got the necessary publicity through- out occupied as well as unoccupied China.
3. It is against the Japanese and not the Hongkong Government that ill-feeling should in any case be directed.
