17th August (copied to Admiralty), I enclose

herein, at the request of the Colonial Office, a

further draft telegram to the Commander-in-

Chief, British Pacific Fleet dealing with Hong

(From Mr. Kitson)| Kong.

We are not sure whether the draft telegram

dealing with China enclosed in my letter under

reference has already been sent. If it has not

been sent we should like the second sentence in

the first paragraph to be omitted, that is to say,

from It is not anticipated" down to "civil

authority".

I am sending copies of this letter and its

enclosure to Paskin at the Colonial Office and

Owen Hughes, C.A.4., War Office.
