You will no doubt have seen Dening's telegram No. 356 of the 16th August asking that a message should be sent direct to the Commander-in-Chief, British Pacific Fleet, as to the arrange- ments in hand in London on behalf of British commercial interests in Hong Kong, Shanghai and other occupied territories.

I enclose material

relating to Hong Kong for inclusion in the telegram which you will no doubt be asking the Admiralty to send to the Commander in-Chief. We suggest that

if your reply as regards Shanghai and other places is likely to be delayed, the enclosed information about Hong Kong should be telegraphed to him forthwith.
