Dear Austin,
with reference to my letter 5238/1147/0 of the 20th August on the subject of Dening's telegram to the Foreign office No. 356 of the 17th August (copied to Admiralty), I enclose herein, at the request of the Colonial Office, a further draft telegram to the Commander-in-Chief, British Pacific Fleet dealing with Hong Kong.
We are not sure whether the draft telegram dealing with China enclosed in my letter under reference has already been sent. If it has not been sent we should like the second sentence in the first paragraph to be omitted, that is to say, from "It is not anticipated" down to "civil authority."
I am sending copies of this letter and its enclosure to Paskin at the Colonial Office and Owen Hughes, C.A.4., Far Office.
