If you wish these regulations to apply to all British companies locally incorporated, or incorporated elsewhere (e.g. Hong Kong) and doing business here, it seems desirable
that action by King's Regulations should be taken rapidly as certain British interests, acting on press reports, appear to be taking steps to forestall any such development.
If you wish orders by King's Regulations here it would be necessary for us to have full text of your regulations by telegram as a model.
