Following for Treasury from Financial Commissioner Reuters announced here November (25pd new regulations:

(a) Empowering Treasury to require payment to blocked accounts in the case of sterling payments to non-residents.

(b) Requiring Companies established abroad but under effective control of companies in the United Kingdom to disclose all foreign currency holdings.
