Press reports [?His Majesty's Government in the United Kingdom] state that permission to make sterling payments to non-resident accounts will be conditional on their [gp.omtd: ?being] made to blocked accounts but that these blocked accounts may be invested in securities specified by you. It is implicit in the report that payments to such blocked accounts will only be obligatory in the case of capital payments but I should be glad to receive your confirmation.
