Secretary of State, and if it is not to be disallowed,
the only action required is to notify the Governor
that the power of disallowance will not be exercised.
Before doing this, however, we shall be glad to know
whether you agree that the present situation in the
Far East justifies the Hong Kong Government in taking
such wide powers. We would propose to add to the
despatch that the matter should be reviewed when
normal conditions in the Colony and in China are
restored.
