Amendment Ordinance. Ordinance confers wide powers of
arrest and search without magistrate's warrant which I
hesitate to endorse if merely designed for preserving rights
of Cable and Wireless Limited, though I should be willing
to consider further if you are satisfied that proposals
are justified on grounds arising out of present emergency.
