Dear Ronald,

I enclose copies of correspondence with the

Governor of Hong Kong regarding an Ordinance which has

recently been passed by the Hong Kong Legislature to amend

the Telecommunications Ordinance, 1936. I also enclose

for your perusal and return a copy of the report of the

debate on the Bill in the Hong Kong Legislative Council.

As you will see, the new Ordinance confers

on the Hong Kong Government wide powers of arrest and

search without a warrant, and we have had some misgivings

in regard to this point. The Governor considers that

the powers are necessary at the present juncture in order

that the detecting authorities should be able to act

quickly and secretly in the interests of the Colony's

safety and neutrality.

The Ordinance has been assented to by the

Governor and is therefore already in force. It is, however,

subject to disallowance by His Majesty through the
