I am directed by Mr. Secretary MacDonald to transmit

to you, to be laid before the Lords Commissioners of the

Admiralty, a copy of a telegram from the Governor of Hong Kong,

dated the 2nd of May, regarding the suspected operation of a

wireless transmitter on board a Chinese vessel of war at

present in Hong Kong harbour.

A copy of the Governor's secret

despatch of the 23rd of April, to which the telegram refers,

was transmitted to the Admiralty by this Department on the 6th

of May, 1938.

2. As there appears to be some doubt as to the precise

status of the vessel in question, Mr. MacDonald would be grateful

for the advice of the Lords Commissioners of the Admiralty as to

the instructions which should be sent to the Governor of Hong

Kong regarding the action to be taken in this case.

3. A copy of the Regulation to which the telegram refers

is also enclosed.

4.

A copy of this letter is being forwarded to the

General Post Office.
