There is reason to suspect that wireless

transmitter is being operated on board the S.S. WINGFOOK, one of the ships mentioned in my despatch Secret of April

23rd, 1938, This would of course be an offence under

Regulation No. 20 in the schedule to Ordinance No. 18 of 1936; but the status of these vessels is so doubtful that I must request your instructions as to the action to be

taken.
