With reference to your confidential

despatch dated the 18th of January, 1939, I have

the honour to forward herewith for your information

copies of a telegram from the Consul-General, Canton,

(No.34 to me) dated the 7th of February and my reply

to him dated the 10th of February.

I trust that the action taken by me will

have your concurrence. It was in accordance with the

advice of the Commander-in-Chief, China Station, and

the Attorney-General, to which I adhered fully.

3. A copy of these documents has been sent to

His Britannic Majesty's Ambassador in China at Shanghai.
