Japanese Consul-General informed me on Saturday

that certain difficulties had arisen in connection with visit of

Suzau Maru to Hong Kong which Japanese consular authorities had

accepted under protest. I suggested matter s hould stand over

until he received ull details.

Japanese Consul-General called this moming. It

appears that Colonial Secretary informed Japanese Consul-General

that Japanese Government chartered vessels must be treated as

ordinary merchant vessels. In practice the results had been :

(I) Quarantine. A very strict inspection had been carried

out which had given rise to complaints.

Manifest was demanded although captain declared that

everything on board was through cargo.

Passenger list

Store list and

(6)

light dues were demanded.

3.

Japanese authorities have not objected to (3) above

nor as regards (6) to (2 groups) light dues but also other normal

charges. As regarda other points they feel following procedure

should be sufficient :
