I am directed by Mr. Secretary MacDonald to

transmit to you, to be laid before Viscount Halifax, a

copy of a Secret despatch with enclosures from the

Governor of Hong Kong on the subject of the treatment

of Japanese Government chartered vessels in Hong Kong.

2. I am to say that, as in Mr. MacDonald's

opinion there seems to be no justification for

according to the Japanese facilities not enjoyed by

the ships of any other nation in Hong Kong,

Mr. MacDonald proposes, subject to any observations

Lord Halifax may have to offer, to inform the Governor

that he approves the attitude of the Hong Kong

authorities towards the demands of the Japanese

Government for special treatment in respect of their

chartered vessels in Hong Kong.
