I have received identic note 13 from the Minister for

Foreign Affairs dated 21st June stating that purely military operations to sweep away enemy troops are being undertaken

against Kwangtung coast.

Although special care will be exercised to avoid damaging the rights and interests of third countries, the army hopes that the British Government and authorities in China will avoid causing unforeseen occurrences, understand

intentions of the Japanese Government, and cooperate with the army to prevent or minimize accidental damage to British rights and interests. Fullest precautions should be taken to thwart Chiang Kai-shek's manoeuvres to embroil third countries.

Point submitted in the Minister for Foreign Affairs' note of 12th October last (my despatch No. 793) should be recalled.
