(a) REQUIREMENTS FOR CONTROL OF RALIWAY.
(i) Railway in French Somalaliland to be under a
Board. with equal representation of British .. and French officials, and with a British
Chairman, who has casting vote.
(ii) British to have the right to appoint British
officials to any post in the railway service.
(iii) All resources of the railway to be placed at
the disposal of the Board.
(e) OTHER REQUIREMENTS.
(i) A British Political Representative to be
established in Jibuti. He clearly cannot be part of 0.1.7.A. and until it appcars that a consul can be appointed some temporary designation might meet the case.
(ii) British to have control of security services
including the control of telephones and wireless.
(iii) The Italian Armistice Commission to be repatriated.
(iv) All other enemy aliens to be evacuated.
Arrangements suggested for a British Administration (paragraph (2) (1) (a) of 96 Prior) are:
(a) Colony to be transferred completely to British who
would administer it for duration of war in trust for France,
(b) Military requirements set out in paragraph 4 above to be.
applied so far as relevant.
(c)
Political Staff: Present Governor to be replaced by British Military Administrator (Lt. Colonel) with adequate personal staff and Secretariat.
French Somaliland is at present and should continue to be governed in three administrative units, Adacls District with Headquarters at Tadjoura, Dikell-Gobad with head- quarters at Dikell and town of Jibuti and environs. Four political officers would therefore be required for administra- tive duties.
(d) Logal: Military Administrator would require Legal Adviser
who would be responsible for work relating to enemy property. French and Native courts would continue to function under French judicial staff.
(e) Finance:
Military Administrator would require Financial an officer for trade customs and revenue, Accountants and a Controller of Banks.

(f) Food: The food situation would call for immediate
attention and it would be necessary to appoint an
officer to take charge of food distribution arrangements and act as liaison with S. & T.
