Police: Strength and officiency of existing French Police Force aro uncertain. But French Hoad of Policy would almost certainly have to be removed, Following British personnel would probably be

Superintendent
Assistant Superintendents Inspectors.
General Officer Commanding would also move up 50 Somali Policemon from British Somaliland.
Prisons would come under control of Superintendent of Police and continue to be run by French officials under his supervision.
(i) Railway and Port would come completely under British
control, but arrangements for their administration would depend on:-
(i) Condition in which they are left. ̈
(ii) Availability of reliable French personnel.
6. Arrangcents suggested for a Tree French Administration
(paragraph 2(1)(b) of 96 Prior) are:-
(a) If desired by Governor, Colony could be handed over
to British and administration then transferred by us to Free French.
(b) Military and other requirements set out above would
be applied where relevant.
(c)
A Senior Political Officer to be attached to staff of Free French Governor as liaison officer and Political Advisor. British Financial Adviser to be similarly attached if financial control considered desirable. In any case Financial Adviser to control exchange and banking, or at least to advise the French Administrator on these matters would seem to be needed.
(a) A high degree of British control of railway within French Somaliland would be necessary. Details of this and of arrangements for British control of railways outside the Colony would have to be worked out in consultation with Free French Authorities and repre-
s ntatives of French Company now in Jibuti.
(e) Port: Two British Officers with suitable staff would
be required to overlook French arrangements at the Port and take part in regulation of shipping.
7. I do not believe that there is the slightest prospect of reaching agreement on basis of Free French administration (paragraph 6 above) and I think it would be unwise oven to propose this. It is just possible that agreement could be roached on basis of British administration (paragraph 5 above) though such an agreement would give greater handle to anti-British propaganda than agreement on lines suggested in paragraph 4.
