THE FAR EAST:
Note by the Joint Planning Staff submitting
a Draft Report.
In accordance with the instructions of the Chiefs of Staff we have examined the implications of the German- Italian-Japanese Pact in consultation with the Foreign Office and we now submit the attached draft report.

We understand that the Chiefs of Staff report on "The Far East: Policy with regard to the Netherlands East Indies", (Paper No. C.0.S.(40) 796) has not yet been submitted to the War Cabinet. Its conclusions now require some modification,
3. In view of the urgency of obtaining Cabinet approval to the holding of immediate conversations with the Dutch at Singapore, we have made no attempt to re-write Paper No. C.0.s.(40) 796. We suggest that these two reports should be submitted to the War Cabinet together and that a note should be inserted at the end of Paper No. C.0.S. (40) 796, drawing attention to the modified conclusions contained in the report we now submit.
