THE FAR EAST: IMPLICATIONS OF THE GERMAN –

ITALIAN JAPANESE PACT

Draft Report

We have examined the implications of the German-Italian- Japanese pact in consultation with the Foreign Office, and we now submit the following report.

In particular, we have reviewed the conclusions we reached in Paper No. C.0. S. (40) 796 "The Far East: Policy with regard to the Netherlands East Indies", with a view to assessing whether the conclusions reached in that paper now require any modification as a result of the pact.

The main features of the treaty may be summarised as

follows:-

(a) Japan recognises the establishment of a New Order in

Europe as defined by Germany and Italy.

(b) Germany and Italy acknowledge the leadership of Japan

in establishing a New Order in Greater East Asia. (c) All contracting parties undertake to assist one another

by political, economic and military means if one is attacked by a power not yet involved in war.

POSSIBLE OBJECTS OF THE PACT

Germany

Germany's object appears to be:-

(a) To embarrass us in the Far East and so divert part of

our effort from the European theatre.

(b) To restrict U.S. A. assistance to us.

(c) To deter the U.S.A. from declaring war on Germany

or alternatively to commit her to fighting on

two fronts,

(d) To intimidate the U.S.S.R.
