The county council and the town council of any such borough 10 may make agreements for the purpose of adjusting any property, income, debts, liabilities and expenses, so far as affected by this section, of the parties to the agreement, and such agreement may provide for the transfer or retention of any property, debts, and liabilities, with or without any conditions, and for the joint use of 15 any property, and for payment to either party to the agreement in respect of property, debts, and liabilities so transferred or retained or of such joint user, and in respect of salary, remuneration, or compensation payable to any officer or person.

In case of any inability to agree upon any matter requiring 20 adjustmert for the purpose of this section, the Secretary of State on the application of either party may by order make the adjust- ment, and such order shall have the same effect as an agreement under this Act, and may provide for anything for which the agreement may provide.

32. The provisions of this Act transferring to the county council Application the administrative business and other powers of quarter sessions, of Act to and of justices out of sessions, and transferring the property, debts,

Metropolis. and liabilities of the quarter sessions to the county council, shall apply to every liberty in the county, and to the quarter sessions 35 and justices thereof, in like manner as if they were quarter sessions

and justices of the county.

This Act shall apply to such parts of the counties of Middlesex, Surrey, and Kent as are included in the metropolis in like manner as it applies to the residue of those countries.

Provided that the members representing the electoral divisions under this Act of such parts of the counties of Middlesex, Surrey, and Kent as are included in the metropolis, shall not be entitled to act or vote in respect of any matter involving expenditure to which the electoral divisions do not contribute.
