January 1st, which Dr. O. T Wang, Nanking's Foreign Minis- ter, has declared to be China'a intention. This refusal to con- sent to the immediate cancellation of extrality rights is, based neither on stubbornness nor on any dealings of hostility. It springs from a recognition of the facts as they are and of the nevitable danger that would arise were Nanking's demand to bo conceded.!'
If Nanking's leaders are honest with themselves and with others they must admit that Britain has in recent years shown unmistake able proofs of friendship. In fact, only a week ago, Dr. Wang cited the rendition of the Chin- kiếng Concession as another eloquent example by Britain of her good faith in fulfilling a promise made voluntarily two years ago. We may not see eye to eye with this policy of sur rendering Concession privileges, but. of Britain's goodwill and bona fides in the matter, there can be no question. It must not
