We hear, however, that the officials sent by the various Ministries and Offices in Peking to be examined as to their babits, are mostly petty officials of unimportant rink, and those who bold important appoint meals have seldom submitted to the test.

Moreover, some of them have resumed simek- ing after having broken off the vice. It shows that the prohibition is enforced in a perfunctory manner. We find that prohibition of smoking is foremost in importance a opium suppression.
