The important negotiations which bave been quietly carried on by the State Depart ment at Washington respecting an Inler national Conference on opium for the last two years bave just been completed. While a broad agreement between the 'Powers has bees reached in principle, the details have yet to be considered, so that it may be some onths before the conference meats; but the States Department hopes to have matters in such a concrete shape that the scope of the agreement can be laid before Congrein before the end of the preacat session, and that body can make the necessary appropriation for the expenses of the American delegates. No con- clusion has been reached as to the number of delegates to which each country will be entitled, but three will probably be agreed upon; nor bas the place of meeting been determined, but opinion inclines towards Shanghai at affording the largest facilities for an intimate study of the question. The American Government looks at the matter from the moral standpoint, and byliaves that it is a question of such far-reach-soned.. ing moral effect that other considerations

There is little ex cure for delay on these grounds.
