The Coroner anid that the verdict and find. ing in ibis case must be one of wilful murder against some person or persons unknown.. He could not close this inquest without saying a word on behalf of the deceased and of the other members of the Municipal Police. We thought the occasion of the Police Constable Morrow's death, tackling as he did, unarmed and single-handed a crowd of armed roughs- the only white man that night on duty in the whole of the West Hoogkew district--was asuit able occasion to call attention to the manner in which those responsible for the good order of this. Settlement seemed to take their respon- sibilities in the matter of the proper policing of this Settlement. He, wished to put on re« cord his opinion that they did not seem to realise the magnitude of the present, polica. problem here. During the whole of 1905.he had occasion, in this Court, frequently to call attention to what he considered the perfect uselmarness "of the Indian branch of the Police Force. At: the ratepayers meeting in 1906, when the question of the increase to the Indian branch of the force came up Mr. H. P. Wilkin son, the Crown Advocate, spoke in no Bombasurd terms again, that increase. His suggestions were oppoked os the ground of expense to representatives of the com munity which pays just ten per cent rates and no other taxas – whetsoever. Contrast tbit for a moment with go per cent rates in London, income taxes and other taxes. It was suggested by Mr. Wilkinson that say so white men would be equally. efficient as a thousand Indians in queling a riot if one afoie, and they would be much more useful in ordinary lines in the policing of the Stulemont.
