The acceptance of the Council's stipulations would not only dispose satisfactorily of the anomalous position created by the existence of the Chinese Volunteer Corps, but it would form. a happy precedent for joint harmonious action between Chinese and foreigners in the conduct of public affairs in the Settlement.
