He says that this municipal Thievery is a thing that has never been called sa his official aitantion, but doesn't deny, now that matter has been so widely advertired, that it may become advisable to insert the official probe. He solicits signed statements from repressotative citizens making definite ac cusations, so that he may have something tangible upon which to proceed.

He says that Heney is undertaking this prosecu tion as the attorney of tlle *pring Valley Water Company, that Heney is opposed to the adop tion of the Bay City water system by the Board of Supervisore, and that he is undertaking this Investigation inthe hope of upsetting this ac tion. He als allempts to cast a shadow of doubt on Hendy's sincerity by stating that the fatter once obtained a restraining and prevent ing organized labour from interfering with the business of the Danbury Hat Company. A Tokyo dispatch states that the San Francisco anti-Japanese movement is viewed

in the same light by both the Tokyo and Wash- ington Governments, and negotiations are being conducted with the friendliest feelings
